President Bill Clinton confirmed in a policy directive that the global positioning system would now be a system of dual use. GPS was then considered to be a national asset. GPS equipment sales then became readily available, although still not popular with the everyday consumer for some time. In the late 1990's two signals especially set for civilians came into operation, especially of use in the realm of aviation. This was announced in the news by Vice President Al Gore. In the middle of 2000, the selective criteria legislation was removed, allowing for global access to the signals without degradation. The global positioning system made the headlines three times in 2004. USA and Europe signed an agreement to cooperate in relation to the GPS and the scheduled Galileo system of Europe. The US national policy was updated by President George Bush at which time he established a notional committee to replace the original executive board. In November of 2004, the first sign that GPS equipment sales were headed towards availability to the average citizen were seen. This was when Qualcomm reported that their testing of the global positioning system in relation to mobile phones was successful. An updated global positioning system satellite was launched in 2005. This issued a second signal suited to civilian use, which led to enhanced performance. The latest global positioning system satellite launch to occur was in March of 2008. With GPS now usable in relation to mobile phones, it was not long before the community began to find ways in which to use this new system and GPS equipment sales rose to their highest civilian level as yet.
